The flag of Washington (the U.S. state) is set on a field of green a features the state seal of Washington, which happens to be an image of the first United States President George Washington and is the reason for the states name. The state of Washington is the only state flag that has a field of green, and the only state flag with the image of an American President on it. Around the image of Washington are the words "The Seal of the State of Washington 1889." 1889 references the year Washington became a state.
The flag of the state of Washington was officially adopted on March 5, 1923 which means the state had no official flag for 34 years even though the State attempted to have one prior. Representative William J. Hughes proposed a commission to adopt a state flag; however, it was opposed by patriotic groups like the Sons of Veterans and the Sons of the American Revolution, stating that a state flag would be detrimental to the national flag. The Washington Daughters of the American Revolution are credited with getting the flag adopted.
Prior to an official state flag Washingtons military did have a flag which was blue bunting with a golden profile of George Washington, which was first carried by the Washington Volunteer Infantry during the Philippine-American War. Also popular during the time of statehood until an official state flag was the state Seal in gold on a purple or green field.
Washington State Seal
During the state constitutional convention on August 21, 1889, Washington adopted it's state Seal, which was actually 1 month prior to officially becoming a state. The seal was updated in 1967 to display a better picture of George Washington based on Gilbert Stuart's famous portrait of him.
While the seal has never been shrouded in controversy there was an attempt to change the state seal dramatically in 2010; however the proposal never qualified to be on the state ballot for the citizens to vote on. The proposed change would remove the image of Washington and replace it with the image of a tax payer with a tapeworm dressed in a three-piece suite attached to it's lower intestine. The words circling the image would be changed to "Committed to sucking the life blood out of each and every tax payer.”

The Washington D.C. state flag has three red stars, called mullets, above two red bars sitting on a field of white. The flag was crafted after George Washington;s coat of arms.
The flag was designed by Charles A.R. Dunn, a painter for a printing company, who was inspired by the state flag of Maryland which he found beautiful and distinctive. Washington D.C. went many years without an official flag until October 15, 1938 Dunn's flag was officially picked to be the state flag. Dunn wrote “I think it is a good flag, and I am glad that an early dream of mine came true.”
